A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition was called to order at 7:01 PM on Wednesday, August 23, 2006, at the Standley Recreation Center by Board Chair Brian Parent, pursuant to a notice mailed to all directors. The following persons were present:

Since there was no quorum at the call to order, some agenda items were taken up piecemeal, so parts requiring Board action could be handled after the arrival of a quorum.
The Membership Chair reported that we now have 1000 members.
Stephan Vance presented a Legislative Action Alert.
The Executive Director described the National City Bicycle Plan and participation by board members in a bike route survey held in National City on Saturday, August 19.
Carol Carr presented an old business card and took suggestions for an updated version.
The minutes of the previous meeting were distributed and approved by a motion made, seconded and passed by voice vote.
Jim Baross proposed a Board Retreat, probably on a Saturday in October.
Jim Baross reported on statewide issues in CABO and other statewide bicycle advocacy organizations. He noted that some localities are planning to require permits for bicycle events now being held without permits.
The Executive Director and Greg Zackowski reported on the Rides of Remembrance planned on September 10. The rides will begin at various places, and the riders will converge on Kearny Villa Road between 9:30 and 10:00 AM.
The Executive Director reported on proposals by the San Diego Park and Recreation Department for the development of Fiesta Island, and presented a letter from the Cyclo-Vets regarding these proposals. It was moved and seconded that the Coalition support the Cyclo-Vets response, that the one-way roadway should be retained, that any development should bicycles and pedestrians ahead of motor vehicles, that the pavement should be improved, and that the Executive Director send a letter to the San Diego Park and Recreation Department. The motion was passed by voice vote.

The Rainbow Cyclists Representative reported that the bike corral at the Gay Pride Fair had successfully parked more than 150 bicycles.
The San Diego Bicycle Club Representative announced a ride tomorrow night on Fiesta Island.
