Minutes of Board of Directors Meeting -- February 28, 2007

A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, February 28, 2007, at the Standley Recreation Center by Board Chair Brian Parent, pursuant to a notice [1,2] mailed to all directors.

The minutes of the previous meeting [3] had been distributed to all directors, and printed copies were passed out at the meeting. The reading was waived and the minutes were approved as written by motion made, seconded and passed by voice vote.

The treasurer presented a January 2007 Treasurer's Report [4], which was received and submitted for audit by voice vote.

The Membership Chair reported that we have 1062 members as of last week.

Dave White reported on the Pedal to the Park event on April 29, 2007, passed out copies of a revised flyer for it [5], displayed a course map, and announced that March is registration month for the event. Details and registration are available on active.com.

Jim Baross reported that the Prokop Case (see [6]) had proceeded to oral arguments before an appeals court in Los Angeles.

Stephan Vance reported on the activities of the California Bicycle Coalition (CBC). The CBC supports the Complete Streets Act of 2007 (AB 1358), which requires bicycle and pedestrian users to be considered in local transportation plans. The Alternative Transportation for Livable Communities committee of Caltrans may mandate something similar for Caltrans transportation plans. On the 14th, CBC Director K.C. Butler will make a presentation before the California Transportation Commission. There is also a CBC presentation at monthly meetings of Caltrans District Directors. A rule requiring a three-foot separation between bicyclists and automobiles is proposed. Stephan Vance handed out flyers [7] for the Pedal Power Lobbying Day on May 1-2 in Sacramento.

Stephan Vance passed out copies of the FY 2008 TDA/TransNet Bicycle and Pedestrian Funding Program [8]. TDA means Transportation Development Act.

The Executive Director reported that additional funding is needed for the Lake Hodges Bike/Ped Bridge, that SANDAG will consider allocation from next year's funds on March 16, that work has begun on the south abutment, and that the bridge should open in 2009.

The Executive Director announced a proposal for a fundraising Five Cities Tour (a ride along the Bayshore Bikeway and over the Coronado Bridge) by directors of the Alpine Challenge Ride.

The board discussed the Re-Bike Project at length. The Executive Director noted that it must not be called a co-op. The Re-Bike Committee, which includes members of this board and others present at this meeting, needs authority to raise and spend funds under the umbrella of SDCBC's 501(c)(3). Upon motion made and passed by voice vote, the Board authorized the Re-Bike Committee to have its own bank account, to raise and spend money, provided that all receipts and expenses are reported to the SDCBC treasurer and included in SDCBC's receipts and expenses, and that the SDCBC Board has veto power over committee decisions.

The Board then considered the California Bicycle Coalition's Pedal Power Lobbying Day [7] in Sacramento on May 1-2. Upon motion made and passed by voice vote, the Board set aside $400 to pay for registration and other expenses for two attendees from SDCBC.

Jim Baross then passed out copies of extensive proposed bylaw changes [9], and the Board discussed it and by voice vote approved the changes, with minor modifications made at the meeting, from A through L, except for I.

The Executive Director passed out printed copies of the Executive Director's Report [10] and also flyers for the Road I course entitled "Learn to be an Urban Bike Warrior" [11].

The Executive Director announced that the San Diego Velodrome will hold their spring swap meet on April 8 (Easter) and Tuesday night races starting on April 3.

The meeting was adjourned by general consent at 8:33 PM.
