A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:03 PM on Wednesday, January 24, 2007, at the Standley Recreation Center by Board Chair Brian Parent, pursuant to a notice [1] mailed to all directors.

The minutes of the previous meeting [2] had been distributed to all directors, and printed copies were passed out at the meeting. The reading was waived and the minutes were approved as written by motion made, seconded and passed by voice vote.
The treasurer presented a Fourth Quarter and Year End 2006 Treasurer's Report [3], which was received and submitted for audit by voice vote.
The Membership Chair reported that we have 1087 members as of yesterday.
Dave White reported on the Pedal to the Park event on April 29, 2007, passed out copies of a flyer for it [4], noted that online registration will be available at active.com, a sponsorship proposal is pending with Corky McMillin, he had purchased 125 tickets, and we will provide bicycle parking near the existing bike racks.
Carol Carr reported on proposed bike lanes on Via De La Valle and El Camino Real for the Western River Valley Task Force, noting that the plans look good for bicyclists.
Carol Carr reported the San Dieguito River Park Mountain Biking Initiative and asked which clubs have mountain bikers.
Jim Baross gave a report for the California Bicycle Advisory Committee (CABO), which will hold a meeting at the Great Western Bicycle Rally at Paso Robles on May 25-28. He also reported on progress in the Prokop case [5], and possible difficulties with some municipalities in northern California, which may require event permits for rides with as few as 10 riders. He noted that CABO will support CBC's educational program.
Jim Baross reported further on the California Strategic Highway Safety Plan [6], for which he serves on the bicycle safety committee.
Jim Baross reported on the agenda of the upcoming meeting of the California Bicycle Advisory Committee.
David Cherray and the Executive Director reported on the proposed Bike Kitchen in San Diego. The Executive Director is looking at locations near City College. A motion by Jim Baross to take them on as a project passed by voice vote. A committee consisting of Jim Baross, Tom Lettington and the Executive Director was appointed to handle the project.
The Executive Director reported on a request by the New Belgium Brewing Company to conduct charity bike rides called the Tour de Fat in this area in 2008; the SDCBC may be one of the beneficiaries.
The Executive Director reported on the Escondido Bike Plan Meeting on January 20, noting that the meeting was lightly attended but there was good bicycle advocacy.
Consideration of the proposed bylaw changes was postponed by general consent.
Stephan Vance reported on the League of American Bicyclists National Bicycle Summit in Washington, D.C. March 14-16. The registration deadline is February 2. Jim Baross moved that the coalition subsidize a preregistration fee of $350 for a person designated by the Chair, and the motion passed by voice vote.
The Executive Director announced that the San Diego Century Riders, formerly the San Diego Long Riders, had sent $50 to join the coalition as an organization whose members will qualify for discounted individual memberships. A motion to accept their membership passed by voice vote.
The Executive Director passed out printed copies of the 2007 Budget [7], which was approved by voice vote.
The Executive Director passed out printed copies of the Executive Director's Report [8], and noted specifically that educational programs for the Poway and San Diego schools may involve a grant as large as $500,000.
