A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition was called to order at 7:01 PM on Wednesday, July 26, 2006, at the Standley Recreation Center by Board Chair Brian Parent. The following persons were present:

The minutes of the previous meeting were distributed and approved by a motion made, seconded and passed by voice vote.
The treasurer's report was not available.
The membership chair reported a total membership of 1028.
Carol Carr gave an oral report on the Lake Hodges Trail Closure. The trail from Hernández Hideway to the dam will be closed at least until Spring 2008.
Carol Carr reported four pedicab rule changes by the City of San Diego:
Jim Baross announced that he had sent out copies to the August meeting agenda for the California Bicycle Advisory Committee.
Tom Lettington reported on the proposals for the bike path crossing of Black Mountain Road at the S.R. 56 interchange. He stated that direct action would be a waste of time and probably counterproductive, that the problems will disappear with grade separation, and recommended that we continue to agitate for grade separation. Another possibility is a "no right turn on red" sign at the exit from S.R. 56. Jim Baross made the following motion, which was seconded and passed by voice vote:
That we follow in general the recommendations that Tom made, one being that ideally the grade separation gets built, so we can use it as quickly as possible; in the meantime, or in addition, that there be predominantly the signal phase changing to eliminate the opportunity for motorists to turn right when there's anyone in the crosswalk, like Serge suggested is done at UCSD; removing the grade might work, but it's an interim process as well -- we'd rather have the grade separation.
The Executive Director passed out copies of the San Diego County Proposed GP2020 Road Standards, recommended adding bike lanes to streets with parkways, and asked that board members attend the Board of Supervisors meeting at 9:00 AM on August 2 at the County Administration Building.
The Executive Director reported that she gave a women's bicycle class.
The Executive Director reported that City College now has Bicycle Safety Classes.
The Executive Director reported that an Art Institute student has volunteered to redesign SDCBC materials.
The Executive Director asked whether anybody went to the Lemon Grove meeting, and Stephan Vance said that he had attended.
The Executive Director reported that Walk San Diego and Move San Diego were getting office space in Downtown San Diego, and suggested that SDCBC share office space with them.
