A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:02 PM on Wednesday, June 27, 2007, at the Standley Recreation Center by acting chair Julie Hocking, pursuant to a notice [1,2] mailed to all directors and E-mailed to all members. Chair Brian Parent arrived at 7:04 and presided over the rest of the meeting.

those who arrived after the call to order. Mark Kenny signed in as the
Triathlon Club representative, although Greg Zackowski is their
representative, according to SDCBC records.

Printed copies of the minutes of the previous meeting [4] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote with the following paragraph added:
The Executive Director reported that a meeting was held with the Padres, and they have agreed to the Coalition recommendations for bicycle improvements. Dave White added that the meeting was called by the General Manager of Petco Park, Richard Andersen and his counterpart, Tim Moore, the City of SD Ballpark Administrator. The GM committed to standing up a service that will provide a major league experience for cyclists. Funding will be provided either by the Padres or otherwise sourced by Padres action. He cited all the right reasons to do this, and in partnership with the Coalition. Next step is to develop the design and operation details at the working level, and publicize and operate a pilot program attended bicycle parking facility for the last 3-5 day games of the 2007 season. The Executive Director cited Pedal to the Park for its Bike Parking Pavilion demonstration, and thanked Dave for leveraging the issue to a meeting and establishing a handshake partnership with the Padres.
The outgoing Treasurer (Kerry Kunsman) noted that he had E-mailed a Treasurer's report [5], which was received and submitted for audit by a voice vote.
The Membership Chair requested help with data entry and updating.
The Executive Director stated that Walk San Diego had a three-year lease on the office in Downtown San Diego, and suggested that SDCBC extend our sublease to the same three-year period at $500 per month, which increases three percent each year. A motion to that effect was passed by voice vote with one negative vote. The Executive Director also announce that we will be moving into the office on Saturday, and asked for volunteers to help with the move.
A suggestion to act on changes to the policies [6], which have also been called bylaws, was referred to Kerry Kunsman, who will do some required editing.
The Executive Director described proposed changes to Otay Mesa Road, which include a sidewalk, a parkway (landscaped area between sidewalk and street), and a substantial median, but no bike lanes. A motion to the effect that SDCBC should support the inclusion of bike lanes was passed by voice vote, with one negative vote.
The Executive Director described an annual Ride Across California, in which approximately 120 fifth-graders ride from the Colorado River to South Carlsbad State Beach, and announced that the organizers may need SDCBC to train the riders. She will send out lists of training rides for LCI's and aspiring LCI's. A motion to approve SDCBC's participation in training for this event was passed by voice vote.
The Executive Director presented a written Executive Director's Report, which had previously been distributed in electronic form [7], and commented specifically on some matters:
Carol Carr presented an oral newsletter report, and asked for more volunteers to assemble and prepare the newsletter on August 8. Suggested articles are about (1) bike paths, (2) crackdowns on traffic violations by bicyclists by the Oceanside and San Diego police, (3) the new downtown office, and (4) an interview with Richard Duquette. The deadline for submissions is the evening of July 30.
In his report on the SANDAG Transportation Committee Stephan Vance noted that funding had been obtained for a new bike path along an old railroad right of way from Twelfth St. to Main St. on the south side of San Diego Bay. It will be part of the Bayshore Bikeway.
Stephan Vance announced that the TransNet Bicycle and Pedestrian Accommodation Policy will go into effect next July if the SANDAG Board of Directors approves it in September, that it applies to new transportation, and that it it will be a "decent step forward for bicyclists". He handed out a printed copy of the Transporation Committee Agenda Item 6.
The Executive Director reported that there is nothing new on the potential partnership with Bike Kitchen in City Hieghts.
Roman Beck reported that the Caltrans Ped-Bike Workshop was pedestrian-oriented.
