A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, March 28, 2007, at the Standley Recreation Center by Board Chair Brian Parent, pursuant to a notice [1,2] mailed to all directors.

Printed copies of the minutes of the previous meeting [4] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote with a single correction: "sdcbc.org" was replaced by "sdbc.org" [5].
The treasurer presented a February 2007 Treasurer's Report [6], which was received and submitted for audit by voice vote.
The Membership Chair reported that we now have 1025 members.
Carol Carr gave an oral report on Bike to Work Day on Friday, May 18. There will be a pit stop party on Wednesday, May 16 at the Karl Strauss Brewery, with hot dogs and beverages. There will be more than 30 pit stops, and SDCBC will help with the Caltrans Old Town and KNBC Downtown pit stops.
Carol Carr reported that the North County Cycle Club had donated $500 to SDCBC.
Stephan Vance reported on the League of American Bicyclists National Bicycle Summit in Washington, D.C. March 14-16. There were about 400 people there, of whom about 50 were Californians. He visited with Congresswoman Susan Davis [D-San Diego], there was a luncheon speech by the Mayor of Knoxville, and a surprise visit by Floyd Landis. A big issue for mountain bikers is access to Federal lands, and support was given to a bicycle commuter act, which will grant tax benefits for encouraging employees to bike to work.
John Holloway and Joe Punsalan of KTU+A presented the proposed Imperial Beach Bike Plan, which will address on-street bikeways and bike paths in the City of Imperial Beach. A "Eco-Route" bike route south and west of the Bayshore Bikeway is part of the plan.
The Executive Director passed out printed copies of SDCBC Legislative Items of Interest 2007 which had been previously distributed in electronic form [7]. The Board discussed the bills listed on page 2. A motion was made and seconded to support all bills and do what we can as a 501(c)(3) organization to get them passed. The motion passed by voice vote.
The Executive Director passed out printed copies of two documents on Lobbying by Nonprofit Organizations which had been previously distributed in electronic form [8,10], and displayed one copy of a lobbying election form [9]. A motion to file the form was made and passed by voice vote.
Jim Baross asked that consideration of the proposed bylaw changes be postponed.
Jim Baross then explained the controversy regarding raised pavement markings in bike lanes and expressed his opposition to them. The Board discussed the matter and generally agreed, although there was no motion.
The Executive Director distributed printed copies of the Executive Director's Report, which had previously been distributed in electronic form [11]. She called attention to two items: (1) the Lake Hodges Bike/Ped Bridge has been funded, and (2) Oceanside had decided to pursue Bicycle Friendly Community status.
It was announced that the Re-Bike Project discussed at the February meeting is the project called the Bike Kitchen Program at earlier meetings.
