A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, May 23, 2007, at the Standley Recreation Center by Board Chair Brian Parent, pursuant to a notice [1,2] mailed to all directors.

Printed copies of the minutes of the previous meeting [4] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote with one correction: "North County Cycle Club sends out invoices" was replaced by "North County Cycle Club does not send out invoices".
The treasurer presented a March 2007 Treasurer's Report [5], which was received and submitted for audit by voice vote. The treasurer also noted that we had received $145 in tips at the Earth Fair bicycle parking corrals.
Tony Pietsch, the new Membership Chair, reported (1) that he has received all the membership data from Jim Baross (the old Membership Chair), (2) that SDBC has not renewed, but he is still counting them as members, and (3) that we have about 1090 members.
The Executive Director reported that Bike to Work Day was a huge success, and that three TV stations covered our pit stop in Old Town. Stephan Vance reported that there were about 5,000 registrants, the highest number ever. Bob James (the bicycle/pedestrian coordinator for Caltrans District 11) had persuaded Caltrans to put Bike to Work Day notices on some freeway signs.
Dave White reported on the Pedal to the Park event, noting that he had some $30 tickets for sale at the meeting, that he needs volunteers for parking and Tandem captain, and that stage 2 is September 16.
With regard to fundraising rides, Tom Yager reported on Pedal to the Park, and the Executive Director reported on a Bike the Bay ride for SDCBC on or about September 8.
The Executive Director reported that the requirements for bicycle and pedestrian accommodations for Transnet projects were the subject of much controversy. Stephan Vance noted that policies are needed by July 2008.
Jim Baross reported that the California Bicycle Advisory Committee (CABO) will hold a meeting this weekend at the Great Western Bicycle Rally at Paso Robles on May 25-28. He also reported that our appeal in the Prokop case [6] had been denied, but in a way that can be cured by legislation. It is still undecided whether the case will be appealed to the California Supreme Court.
The Executive Director passed out copies of the floor plan [7] for the proposed shared office space in the East Village Art Center at the southwest corner of 14th St. and G St. in downtown San Diego. Walk San Diego will rent the space for about $1900 per month and sublet some of the space to SDCBC for about $500 per month, which will include exclusive use of two of the six desks and shared use of the conference and storage areas. By voice vote, the Board appropriated $500 per month for a year for this purpose. Eric Converse announced that Adobe Systems will donate some of the office furniture, which they had planned to discard.
The Board renominated all existing at large board members, and Jim Baross nominated his wife, Julie Hocking. By voice vote, the Board immediately appointed Julie Hocking to fill a vacant at large board position.
Jim Baross distributed printed copies of sections I through M of the proposed bylaw changes [8] that the board considered in February. Action on them was postponed to next month.
The Executive Director distributed printed copies of the Executive Director's Report, which had previously been distributed in electronic form [9]. She also noted one item not on the report: that she had appeared on Full Focus to discuss Senate Bill 33, which forbids texting while driving for motorists 18 and under.
Carol Carr presented an oral newsletter report. The next issue will contain items on (1) Pedal to the Park, (2) Torrey Pines Road restriping, (3) new bike maps from SANDAG, (4) Bike to Work Day, (5) an establishment in Sorrento Valley that will invite passing bicyclists to drop in for air, water, restroom stops, etc., (6) a Pedal Power article by Stephan Vance, (7) what's new on our Web site, (8) the June 27 general membership and Board meeting, (9) the new shared downtown office, (10) Earth Fair bicycle parking and (11) back-in parking in Solana Beach and Encinitas. The Executive Director said that the newsletter should charge for ads unless we have a connection to the even being advertised. The next newsletter volunteer night is June 13. The deadline for items for the next issue is May 30.
There were no club reports because the meeting was adjourned before reaching that point in the agenda.
