Minutes of Board of Directors Meeting -- August 22, 2007

A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:04 PM on Wednesday, August 22, 2007, at the Standley Recreation Center by acting chair Julie Hocking, pursuant to a notice [1,2] mailed to all directors and E-mailed to all members. Vice Chair Serge Issakov arrived after the call to order and presided over the rest of the meeting.

Printed copies of the minutes of the previous meeting [4] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote.

The Treasurer distributed copies of a Treasurer's report [5], which had been previously E-mailed to all Board members. It was received and submitted for audit by a voice vote.

The Executive Director gave a report on the Web page redesign, and the Board was generally OK with it. A motion "let's go for it" was made and passed by voice vote.

Carol Carr reported that the Lake Hodges Bike/Ped Bridge should be finished by March 2009, and that SDCBC is invited to participate in the design of the northside trail leading to the bridge on Wednesday, October 10.

Serge Issakov reported on the bike lanes on the western portion of Carmel Valley Road. He noted that the pavement is good, but the lanes are too narrow.

The Executive Director presented a written Executive Director's Report, which had previously been distributed in electronic form [6], and commented specifically on some matters:

Carol Carr presented an oral newsletter report, and announced a deadline of September 26 for article for the next issue, which will include articles on the new Web site, bike locks, and Carmel Valley Road improvements.

The Executive Director and Dave White reported on the second Pedal to the Park on September 16. There will be three security guards at the bike parking area and also Padres Ambassadors to assist bicyclists. There will be a preview ride on September 9 for those who want to ride the route in advance.

The Executive Director and Stephan Vance attended the Rails to Trails Meeting in Portland, and Stephan Vance gave an oral report, noting that (1) every six years the Federal Government passes legislation on transportation programs and funding, and (2) the Rails to Trails Conservancy is starting an Active Transportation Campaign for which SDCBC is a good candidate. The Executive Director announced that we need to decide how involved SDCBC should become.

Stephan Vance reported on the Bayshore Bikeway Western Salt Project, which is a 1.8-mile extension of the Silver Strand Bike Path eastward from Thirteenth St. to Main St. along an old railroad roadbed among the salt evaporation ponds. He noted that the project is funded, bids have come in "right at the margin", but that approvals are needed (and expected) from the San Diego Historic Resources Board, the Planning Commission of San Diego, the San Diego City Council and the California State Coastal Commission. Tentative dates for groundbreaking and completion are October 15, 2007 and February 15, 2008, respectively.

It was announced that we have three new League Cycling Instructors (LCIs): Lauren Cooper, Tom Adler and Tom Lettington.

A document entitled Remaining Policy for Review, Discussion, Concurrence and Acceptance [8] was passed out but not considered because it was not on the agenda.

The meeting was adjourned by general consent at 8:18 PM.
