A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, July 22, 2009, at the principal office of SDCBC in Downtown San Diego by Chair Brian Parent, pursuant to a notice [1] E-mailed to all directors.

Printed copies of the minutes of the previous meeting [2] were passed out at the meeting. The minutes were approved by voice vote.
The Treasurer's report [3], which had previously been E-mailed to all directors, was presented by the Treasurer and then accepted and submitted for audit by voice vote.
In the absence of the Membership Chair, a brief oral membership report was presented by the Executive Director, who noted that SDCBC has roughly 1100 members.
The question of the Sierra Club representative was brought up but not resolved until Miles Pomeroy and Suzanne Behrendt can discuss the matter.
The Executive Director gave a report on the K-rail in the bike lane on Jamacha Blvd. The County promised to remove it in three weeks but did not do so. After some discussion, the Executive Director decided that SDCBC should have an attorney send a letter to the County and bring up the matter during public comments at a Board of Supervisors meeting.
The Board discussed the recent fatal accident on the San Diego River Path under Interstate 5, where there are no pavement markings or railings. It was agreed that the city should be urged to add edge and middle stripes, and perhaps railings.
Carol Carr reported that the San Dieguito River Conservancy had asked SDCBC to nominate the David Kreitzer Lake Hodges Bicycle/Pedestrian Bridge for an orchid (in the local newspaper's annual Orchids and Onions contest, a listing of the best and worst in a number of categories). The Board took no action.
The Board considered whether the Membership Monitor should be required to be a director. By voice vote, the Board ruled that the Membership Monitor need not be a director.
The Board then considered formalizing the selection of spokesperson(s), but took no action. Jim Baross will bring a proposal to a future meeting.
The Board then considered whether a director can represent more than one club, and whether a director who represents more than one club gets multiple votes. By voice vote, the Board ruled that each club gets one vote on the Board, even if two clubs share a representative.
The Board received an oral report on Bike the Bay event. Jim Baross noted that more volunteers are needed, and that the next training session will be on August 11.
Under the Bicycle Friendly Community/REI Grant Project Update, the Executive Director noted that SDCBC will go to some farmer's markets, and that there will be a social ride this Sunday at 4:00 PM from Velo Cult in South Park.
Dave White reported on the Pedal to the Airshow event on October 2, 3 and 4, noting that bicycle parking and the ride from Mira Mesa Park and Ride lot had been successful, and that four shift captains are needed.
