A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, June 24, 2009, at the principal office of SDCBC in Downtown San Diego by Chair Brian Parent, pursuant to a notice [1] E-mailed to all directors.

Printed copies of the minutes of the previous meeting [2] were passed out at the meeting. Two corrections were made: (1) Suzanne Behrendt was listed as the representative of both Descenders Cycling Club and Sierra Club Bicycle Section, and (2) David Voris was listed as an at-large director, with no representative for the Descenders Cycling Club. The minutes as corrected were approved by voice vote.
The Treasurer's report [3], which had previously been E-mailed to all directors, was presented by the Treasurer and then accepted and submitted for audit by voice vote.
In the absence of the Membership Chair, a brief oral membership report was presented by the Executive Director, who noted that the Membership Chair generally cannot attend board meetings.
The meeting then took up the election of at-large directors. A motion to waive the nomination process was passed by voice vote. It was noted that there were 13 club members and 10 at-large directors. A motion to re-elect all incumbent at-large directors passed by voice vote.
The Board then re-elected the incumbent officers (Chair, Vice Chair, Secretary and Treasurer) by voice vote.
The Board then discussed a recent case in which Michael Ballard (who was present at the meeting) was ticketed for an alleged violation of CVC 21202 (the "keep right" rule and its exceptions) on Park Blvd. near the interchange with Interstate 5 in San Diego. Jim Baross noted that the perception of the police and some judges seems to be that this section is about impeding traffic, and they tend to ignore the exceptions.
Jim Baross gave a report on the LAB (League of American Bicyclists) Smart Cycling Conference, noting in particular that some charity rides net millions of dollars. He will submit a full report at the next Board meeting.
Jim Baross gave a report on CBAC (California Bicycle Advisory Committee). He explained that Caltrans has decided that centerline rumble strips are useful for preventing head-on collisions. He noted that they also make it difficult for motorists to pass bicyclists, and that CBAC had written to Caltrans officials asking for a moratorium on installations until the matter is studied. The legal opinion on CVC 21202 was discussed previously (under the Ballard case).
Justin Clark explained a program called 1% for the Planet, which distributes one percent of sales to nonprofits dedicated to sustainability and the environment. He wants to do a one-man ride to raise money for a breast cancer nonprofit and SDCBC, probably on Labor Day Weekend. His company is Drew George & partners.
The Executive Director distributed printed copies of an Executive Director Report [4], which had also been E-mailed. She called attention to the the accomplishments of the City of Oceanside, announced a ribbon-cutting ceremony for the recently completed bike path extension from Pacific Highway to Sefton Park at 11:00 AM on Friday (June 26) in Sefton Park, and announced some dates for Bike the Bay volunteer meetings at the downtown SDCBC office:

Jim Baross suggested that somebody from SDCBC submit pictures or information to the bicycle calendar, which he distributes annually.
