Minutes of Board of Directors Meeting -- March 26, 2008

A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:00 PM on Wednesday, March 26, 2008, at the principal office of SDCBC in Downtown San Diego by Chair Brian Parent, pursuant to a notice [1,2] mailed and E-mailed to all directors.

The following persons attended the meeting. Frank Hardalo has replaced Terry Hayes as the representative of the Sierra Club Bicycle Section. An asterisk (*) marks those who arrived after the call to order. Two other persons listened to the meeting by telephone.

Printed copies of the minutes of the previous meeting [3] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote, with two corrections: (1) the unidentified visitor was Paul Mitchell, and (2) SDCBC was replaced by SDBC in the club reports section.

The Treasurer's report [4,5], which had previously been E-mailed to all directors, was presented and explained by the Treasurer. The report was accepted as presented and held for audit by a voice vote.

A brief membership report was given by the Membership Chair, noting that we had sent out 700 thank-yous.

The Executive Director described some problems with the SDCBC E-mail list, especially the fact that opinions presented on the list do not necessarily represent the position of SDCBC. After extensive comments by others, it was moved and seconded that a periodic restatement of the terms, conditions and purpose of the list be sent through the list, and the motion passed by voice vote. [The terms and conditions will presumably include a statement that opinions expressed on the list do not necessarily represent the positions of SDCBC.]

Jim Baross described the California Transportation Control Devices Committee (CTCDC), which deals with signs, traffic signals and pavement markings, but not striping. It has two representatives from automobile clubs, two from the California Highway Patrol, and two from counties and cities, but none for bicyclists or pedestrians. He said there should be a bicyclist representative, and that there had been one request from bicycle businesses, which had been rejected for possible conflicts of interest. He is looking for SDCBC support for a bicyclist representative on CTCDC, possibly John Cicarelli of CBC, who had been suggested by CABO. Upon motion made, seconded and passed by voice vote, SDCBC agreed to write a letter of support for this purpose.

The Executive Director passed out copies of the Executive Director's Report [6], which had also been E-mailed to all directors. She explained several items, and displayed a calendar of events in May in which SDCBC will be involved. She also said that another Bike Night, possibly in October, is being planned.

The Newsletter Editor reported the following items:

Dave White gave a report on Pedal to the Park. He passed out leaflets [7], and noted that Pedal to the Park would have announcements in the goodie bags for the Solvang Century and the Alpine Challenge. He expressed a need for ride leaders and sweeps, tandem captains and bike buddies.

Frank Hardalo, the new representative for the Sierra Club Bicycle Section, was introduced and received.

Carol Carr gave a report on the new Inland Rail Trail, which is supposed to run from Escondido to Oceanside, but only the westernmost six and one-half miles have been built. She stated that signage was needed on the uncompleted portion from San Marcos to Oceanside.

Stephan Vance and Jim Baross gave reports on the League of American Bicyclists Bike Summit. There were more than 500 attendees, and more than 50 from California. Attendees met with congressional and senatorial staff members. Two bills -- Senate 2686, which is a complete streets bill for Federally funded facilities, and House 305, which is a sense-of-Congress resolution favoring bicycles -- were of special interest.

Stephan Vance announced that Pedal Power, the California Bicycle Coalition's annual lobbying event, will be held in Sacramento on April 30 and May 1.

Stephan Vance showed a specimen of the small circular markers being used to mark the Bayshore Bikeway, and noted that they can also be used as coasters.

The Executive Director reported on the Bike the Bay event on September 7. The Omni Hotel and the San Diego Port District are sponsors, Coronado is cooperating, and the staging area will be the park behind the San Diego Convention Center. She specifically noted that Andy Henshaw has worked his butt off for this ride.
