A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:08 PM on Wednesday, May 27, 2009, at the principal office of SDCBC in Downtown San Diego by Vice Chair Serge Issakov, pursuant to a notice [1] E-mailed to all directors.

Printed copies of the minutes of the previous meeting [2] were passed out at the meeting. The minutes were approved by voice vote.
The Treasurer's report [3], which had previously been E-mailed to all directors, was presented by the Treasurer and then accepted and submitted for audit by voice vote.
In the absence of the Membership Chair, a brief oral membership report was presented by the Executive Director, who announced that SDCBC had approximately 1000 members, and that club members (members of SDCBC member clubs who are also individual members of SDCBC) were to be tracked by their clubs.
The Executive Director presented written copies of a list of Transportation Development Act (TDA) and TransNet Bicycle and Pedestrian Projects [4] and explained some of the projects.
Dave White gave an oral report on our event bicycle racks, including remarks on their use at the Custom Bicycle Show and the Balboa Park Earth Fair and the new rack with telescoping sections. The Board discussed the merits of charging for bicycle racks.
Jim Baross reported on the recent California Association of Bicycle Organizations (CABO) meeting, which was held at the Great Western Bicycle Rally in Paso Robles. Representatives of 10 of the 14 Caltrans districts were present, and discussion or action was taken on the following items:
Jim Baross explained the need for a bicycle representative on the California Traffic Control Devices Committee (CTCDC).
Stephan Vance reported on the California Bicycle Coalition (CBC), which is rethinking its mission and how to hook up to local coalitions. He asked for suggestions from the Board.
Jim Baross reported on our MidCity Bike Rides, noting that the use of clothespins and playing cards as noisemakers on the most recent ride was successful, and that similar noisemakers will be used on upcoming rides. He will also put Earn-a-Bike in touch with the Bike Kitchen.
The Executive Director distributed printed copies of an Executive Director Report [5]. The Education Program Coordinator noted the following:
