A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:02 PM on Wednesday, November 19, 2008, at the principal office of SDCBC in Downtown San Diego by Vice Chair Serge Issakov, pursuant to a notice [1] E-mailed to all directors.
The following persons attended the meeting. Everyone arrived before
the call to order.

Printed copies of the minutes of the previous meeting [2] were passed out at the meeting. The reading was waived and the minutes were approved by voice vote. A motion to ratify all actions taken at that meeting was passed by voice vote, with Stephan Vance abstaining.
The Treasurer's report [3], which had previously been E-mailed to all directors, was accepted and submitted for audit by voice vote.
No membership report was presented, but the Executive Director noted that there had been no significant changes.
The Board then discussed the memorial at Park Blvd. and University Ave. for a bicyclist who was killed in an accident at that intersection. The Executive Director noted that Critical Mass had set up a ghost bike, which the city wants to remove, and that there is a request to the North Park Planning Committee to install it as an "art piece", by friends of the hit bicyclist. A motion to give the support of SDCBC to this effort was made, seconded and passed by a vote of 9 to 2. It was generally agreed that SDCBC support should be in line with SDCBC policies, but a clause to that effect was not formally added to the motion.
The Executive Director announced four events in 2009:
Dave White noted that the dates being considered for Pedal to the Park were May 17, May 24, April 26 and June 7, all of which are Sundays, and that the dates of other events should be taken in to account, in particular Bike to Work Day on May 15 and the Bridge Run on May 17.
The Executive Director presented printed copies of an Executive Director Report for October and November [4] and commented on some items.
The Newsletter Editor gave a Newsletter Report, including the following matters:
Carol Carr gave a report on the Bicycle and Pedestrian Bridge across Lake Hodges near Interstate 15, noting that it will be the longest stressed-ribbon bridge in the world, that it will be twelve feet wide, that it should be present and visible by the end of November, and that San Diego Mountain Biking Association is planning trails downstream from the Lake Hodges Dam.
The Executive Director announced that the next meeting of the Education Committee will be held here on December 3.
The Executive Director stated that there was a Senate Committee meeting with regard to the Federal Authorization.
There were six club reports:
Carol Carr handed out flyers [5] on road sharing from the Oceanside Bicycle Committee.
The Executive Director left the room while the Board discussed her salary and bonus. Upon motion made and passed unanimously by a show of hands, the Board increased her salary to $2000 per month for 2009 and approved a bonus of $2000 for December 1.
The meeting was adjourned by voice vote at 8:31 PM.
