A regular meeting of the Board of Directors of the San Diego County Bicycle Coalition (SDCBC) was called to order at 7:02 PM on Wednesday, October 25, 2006, at the Standley Recreation Center by Board Chair Brian Parent, pursuant to a notice [1] mailed to all directors.

Since the minutes of the previous meeting [2] had been distributed to all directors, the reading was waived and they were approved as written by motion made, seconded and passed by voice vote.
The Treasurer's Report [3] was distributed and accepted by motion made, seconded and passed by voice vote.
The Membership Chair reported that we had received the Giftworks program, and that he was busy putting it into service.
Carol Carr gave a report on progress on the Inland Rail Trail. The easternmost part has been mostly paved as far as Pacific St. in San Marcos, but it will not open until December 2007. The city of Vista is seeking an engineering firm to design the section from Buena Creek to College Ave. The trail will be about ten feet wide with a two-way stripe down the center. There will be a fence between the trail and the railroad tracks.
Carol Carr gave a report on the Lake Hodges Bicycle and Pedestrian Bridge. The bid package is to be revised, and about 2.5 million in additional funding will be sought for the second attempt to get an acceptable bid.

Dave White reported on the Bike to the Ballgame project [previously called Pedal to the Park]. The events will have support from North County Cycle Club, SDCBC, the Disabled Cycling Program of the Parks and Recreation Dept. and others. Stage I will be on April 29, 2007, and Stage II will be on September 16, 2007. The events will include rides of 10, 25 and 40 miles, with rollout about 9:00 AM. Registration will be available on active.com. The next milestone is to generate a flyer and announcement for the April 29 event. Sponsorships are being sought for such things as T-shirts and water bottles.
Jim Baross gave a report on the California Bicycle Advisory Committee (CBAC) which recapitulated a previously E-mailed report [5].
Jim Baross gave a report on the Strategic Highway Safety Implementation Plan, which is required by the Federal SAFTEY-LU program. California has adopted a plan with four challenge areas: Engineering, Education, Enforcement and Emergency Response. The plan included not only facilities, but also behavior. The planning committee includes the California Highway Patrol and others interested in behavior. Jim Baross was the only bicycling representative. Monthly meetings will be held in Sacramento.
Jim Baross also passed around a copy of the Traffic Summit Safety and Kids Program [copy not available]. He was a presenter at the Summit about appropriate training and described the SDCBC Bike Ed programs.
Jim Baross also reported on the board meeting of the California Bicycle Coalition (CBC), which he attended, and passed around copies of their brochures [copies not available]. He also noted that the legislature passed, and the governor signed, a new law providing enhanced penalties for motorists who injure bicyclists or pedestrians in the course of traffic offenses. Previously, such motorists were cited and punished only for the traffic offenses. The CBC is against Proposition 1B, a bond measure for transportation, because there is nothing in it for bicyclists.
Jim Baross reported that the SDCBC Board Retreat will be held at his home at 3335 N. Mountain View Dr. in Normal Heights from 11:00 AM to 3:00 PM on Sunday, October 29. Former board members and bicycle club officers are also invited. He accepted last-minute RSVP's.
Andrew Boone requested SDCBC assistance with Escondido bicycle advocacy. He noted that Escondido is about to update its bicycle master plan and needs public input. Since there are no bicycle clubs or bicycle advocacy organizations in Escondido, he wants to start an advocacy group. It was generally agreed that we could give him E-mail addresses of SDCBC members in Escondido who had not opted out of such information sharing.
Greg Zackowski announced that the Boardwalk at Mission Beach will be re-striped with a single line down the center. Some of it is now striped for separate pedestrian and wheeled user sections.
Serge Issakov described a system of helmet-mounted cameras that SDCBC may want to purchase for use in educational programs. Jim Baross noted that SDCBC could borrow such equipment without buying it. The matter was informally postponed to a future meeting.
